I think this should be the members.
Captain Cold - I think Captain Cold should be the member because he's the leader of the Rogues, and his cold gun is so cool. I know most people would say it should be Reverse Flash when it comes to Flash's enemies, but I think Captain Cold is suitable for Injustice League, since he was the member in the comics.
Black Manta - Obviously Black Manta for Aquaman, not just because he is Aquaman's arch nemesis, but his weapons, his suit, his iconic helmet, and the fact that he will be in Aquaman movie might make him a good member.
Cheetah - Cheetah is a good candidate, because she has the power of Hunt Goddess makes her (almost) rivals Wonder Woman's strength, skills, and abilities. Plus, obviously she is Wonder Woman's arch nemesis.
Joker - (I don't think I need to explain Joker's place in the Injustice League.)
Brainiac - Because he's just like Cyborg, he should be a member of the Injustice League.
Deathstroke - Obviously the post credit scene in the movie.
At the time that Justice League was being made, there was a hope at WB that it could lead to a Justice League 2. Presumably, the post-credit scene with Luthor and Wilson was meant to set up a League vs villain team movie. That's the role of the Injustice League.
At the moment, we don't know if this plot thread will ever be picked up. Shazam, Wonder Woman 2, and Suicide Squad 2 are getting made, but probably not Justice League 2.
I'm not talking about their role for the DCEU franchise, I'm referring to their purpose in even forming? Like, what are they trying to achieve? Destabilizing governments and establishing a "new world order", creating a negative public viewing of the Justice League, plotting to control a powerful entity, these are reasons for teams of villains to become a force to be reckoned with that doesn't make them a two-dimensional "group of bad guys".
So, if they're not meant to actually serve some sort of purpose, their establishment was rushed mainly for revenue purposes and not because WB cares about the DCEU.
I'm sure Snyder had a reason, but like everything else it was scrapped for the crap in Josstice League
Sigh. We won't know what their goal is until this plot thread gets picked up.
The post-credits scene doesn't tell us the goals of the group. At most, it implies a kind of arms race ("god is back") with Luthor wanting to match the League in terms of power.
BTW, I enjoyed JL the way it is. Whedon bashing can't change that.
Sinestro, Heat Wave, and Ma'alefa'ak (brother of Martian Manhunter)
Ma'alefa'ak is a criminally underused villain (to my knowledge, he appeared in the first arc of John Ostrander's Martian Manhunter run, never appeared in the comics again, and was adapted in the animated movie Justice League Doom). Putting him on the big screen would be great.
I’d honestly love it if Maxwell Lord was WW’s rival since he could challenge her in ways no one else can and not just be a CGI boss battle for her. I still think Manta’d be cool for Aquaman since he’s Aquas best villain, though I do think in his film we should see him get a villain we don’t know or someone cool and new (Dead King Atlan?)
I would like to see Bane, Joker, Metallo, Cheetah, Gorilla Grodd, Black Manta and Vandall Savage.
