Blackgate Penitentiary or simply Blackgate, is an island prison located in the bay outside of Gotham City, visible from the shoreline of the city's Lower East Side. The prison is infamous for its frequent mass breakouts. Boat and helicopter tours are available for the prison, but Blackgate is typically observed from a great distance.[1]

Around 2015, tours of Blackgate were halted indefinitely following a massive breakout. GCPD helicopters would often be patrolling the island at night, and the sight of Batman's Batplane was also common.[2]

- Sal – a burglar who worked with Firefly also caught by Batman.

- Cesar Santos – sex trafficker; branded by Batman; killed on Anatoli Knyazev's orders.
- Other bat-branded inmates – killed following their branding by Batman, most likely on Anatoli Knyazev's order as well.
